My theory:
Because these are the highest level crimes such as crimes against humanity, treason, sedition, and so much more...its a military tribunal level court needed. Not federal court or any other. Besides, time was needed for much to happen. Nothing is as it seems. Exposing corrupt judges was accomplished along the way.
