It's 3pm, Feb 4, in southern CA right now. How does this have a 4pm time stamp from the same timezone?

If you are not currently in EST you need to adjust the timestamp to your timezone. When this was posted to Twitter it was 2:00pm MST (MST is where I am). So I would need to add 2 hours to see the correct time stamp if I wanted to use as decode. Hope that helps.
When I looked at this earlier today I looked at drop 400 & drop 4. Anytime there is a zero look up the drop with & without the zero. I also look at posts with the military time stamp 4:00pm is 16:00 hours.
