Never thought of it that way, but I did notice when they put up the fences, and the assembly mechanisms were on the outside of the fence, which I thought was odd

where did you see a 3 star flag, also not sure of the meaning of it. I do know that DC has it's own flag red/white with 3 stars on it, but only became familiar with it recently
