HAARP (short for High Frequency Active Auroral Research Program ) is a research project that seeks to "understand, stimulate and control ionospheric processes that can alter the performance of communication and monitoring systems." It started in 1993 . years and was proposed to last 20 years.
Though it can (and probably is) used for all sort of things. I've shared previously 3 patents that can be used for HAARP.

Several years ago, I heard Dr. Nick Begich (author of 'Angels Don't Play This Haarp') talk about the dark side of Haarp. I've been very leery about this technology, ever since. Two sides to every story, eh?!?
