HAARP (short for High Frequency Active Auroral Research Program ) is a research project that seeks to "understand, stimulate and control ionospheric processes that can alter the performance of communication and monitoring systems." It started in 1993 . years and was proposed to last 20 years.
Though it can (and probably is) used for all sort of things. I've shared previously 3 patents that can be used for HAARP.

All things HAARP raise the hairs on the back of my neck.
Guess I'm not alone.
August 2002, Russian Parliament sounds alarm re HAARP:
" ,,, will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets,
provoke serious accidents in electricity networks and in oil and gas pipelines and
have a negative impact on the mental health of people populating entire regions...."
Demanded an international BAN be put on such large-scale
geophysical experiments. Appeal, signed by 90 Russian deputies, was sent to President Putin, to the United Nations, and other international organizations.
