I think part of what got us here is the speed limit - or at least the countless things that are categorically the same.
What speed limit does the constitution direct? See the problem? By giving no useful direction or order for most daily things the door is held open for the Kabal to build its order in that void.
I question if the constitution is complete enough to actually do the job of governing.
