Rosenstein had dirt on Pence going back to 2013, as well as, SCOTUS Roberts. They were involved in relationships with minors (supplied by Epstein who was thought to be an intelligence asset) and Rosenstein used the information as leverage rather than help the kids. It was also used for FISA signoffs by Roberts whenever they wanted them.
