JamesCanPlay on Gab has an interesting theory regarding the strange goings on in DC.
After reading it (I will re-post in 4 comments) I asked him to confirm a thesis for what he was saying just to ensure I understood it properly. Below is my thesis which he confirmed.
DC is foreign territory and the military of the Republic is occupying it. Hence, the Laws of War manual must be followed specifically section 11.
