Dr David Martin is brilliant however there are a few things I would like to see if he has ever considered in his analysis, but I don't know if it would make any difference:
For instance: The Bayh-Dole Act.
Bayh-Dole Patent and Trademark Amendments of 1980 allowed universities and small businesses to own patent rights for inventions developed with Federal funds
AND Public Law 104-113 of 1995: In 4/4/02 a friend wrote: "........Interesting that NIH inventors' royalties have increased from $100,000 to $150,000 per year under Public Law 104-113 of 1995, and the Government can assign patent rights back to the inventor if it discontinues patent prosecution or does not pursue commercialization...."
AND there may be other legalities that muddy the waters.
