My early thought on this was, since only doctors could prescribe the tests - they could also prescribe HCQ ... during these drive-thru tests (where the results wouldn't be back for at least 72 hours), the testee would receive the HCQ in a punch-card - enough for 96 hours (4 days)... If the test came back negative, they could stop taking the HCQ - if their test came back positive - they had a jump on it...
