I'm wondering the FDA's stance on it? Says it's an 'ingredient' but small print does specify "UNII availability does not imply and regulatory review or approval". Tests seem to have been carried out to see it transfers from packaging into food. Need more research.

High efficiency photoinitiator is used in UV curing system, which can make it non yellowing and prolong storage. An initiator specially designed for UV curing coatings, inks and colored curing systems containing pigments. It can be used in conjunction with other initiators such as 184 and ITX.
It can be used in colored ink system, paper / metal and plastic varnish and electronic ink. It can also be used as an ultraviolet absorber for cosmetics and other industries.
It can be used as a UV absorber... We know UV light can be used to kill bacteria, viruses and parasites. Why would a UV absorber be included?
