If you want to know the earliest culture known in the modern middle east to exist in a pyramidal heirarchy, its what we now call the Ubaid (early chacolithic), they suddenly absorbed the earlier Halaf, Hasunna and the Samarra.

These are some of their icons pictured, they even predate the Uruk (which later become Sumer then Babylon) but they are all of a similar region.

The Ubaid were just east of the Levant.

In constast the Levant area showed no evidence of the heirarchies of kings or a priestly class during those early time, they were part of the ‘fertile crescent’ they showed evidence of staying for a long time due to large pottery deposits.
