So we are still in the opium wars. Wonderful. During the Opium wars, the Chinese government seized 20,000 chests of opium from British merchants and canceled the trade. The British retaliated with gunboats. So that whole DARE program was a smokescreen (no pun intended)? Narcotics make the world go round, apparently. That and oil.
