Nana can tell you from working in local govt for decades that could possibly be a coin flip as most local govt's have NO DAMN CYBER SECURITY.
Hell in most smaller counties across America I can promise you that unless the State Auditors get on their asses they would not even fookn EVER, EVER even change their passwords.
There most likely isnt but ONE PERSON in every county that has a damn clue about any of this stuff.
So one or two ppl in every county in America would have NO DAMN PROBLEM completely manipulating anything they wanted to in a govt systems including the election process and not one person in charge of the county or city would ever know the damn difference.
Hell most State Auditors dont know enough about how computer sytstem operate to find these kinds of trails either.
You can BET THE DAMN FARM ON WHAT I AM TELLING YOU!

Fact, Doq. Gena's Office would have had a need for BIOS Level information. It wasn't meant for the counties.
