I have the very distinct feeling that todays EAS was to expose which companies are blocking such alerts. If that's the case, I doubt they will be able to block it if, and/or when the real deal comes. And didn't Q mention EBS? Is there a difference between EAS and EBS? Think I'll look into that.

Theres much more. The voluntary can be removed from the equation by the EBS system in an emergency. I think today showed them where to override.
