Bill Barr was in the CIA helping Bill Clinton as governor of Arkansas traffic drugs between the U.S and South America on behalf of vice president George H.W Bush in the 80's.
The pilots would often be summoned to meet with their handlers to discuss how the next phase of the drug operation would be outworked. The two most predominant handlers were Oliver North of the NSA and George Bush, former Director of the CIA.
When George Bush got in as Vice President, Felix Rodriguez and Oliver North together would supervise the contras’ drug running out of George Bush’s Vice Presidential office.
Bill Barr joined this team as it matured under George Bush’s hand at the CIA. Bill and George had become close associates when George was director of the CIA in 1974.
One of the CIA operations involving the contras was called “Screw worm”. Oliver was given the codename ‘John Cathey’, Felix was given “Max Gomez”, and Bill was “Robert Johnson”.

By helping his old CIA boss get elected president, Bill Barr was given a position on Bush’s transition team and in April 1989 was appointed Assistant Attorney General for the office of legal counsel.
By July 1990, he was Bush’s deputy attorney General. Barr’s role after the scandal was to prepare briefs for Bush’s stonewalling responses to congressional probes. To fulfil this role, Bill was appointed US Attorney General under George Bush in Nov 1991. He was in essence the Justice Department’s “cover-up” General.
