The movie "Eagle Eye" comes to mind....People are predicable so by using a computer that calculates all outcomes can cut to the chase and with some accuracy plan an outcome.

The biggest difference in my opinion from what I have seen is this;
Quantum Computers are fed raw data and process very quickly and human input can help achieve the goals.
Project looking Glass there could be no human input because it would influence and change outcomes, therefore invalidating the final outcome.
