What I like about this is that it still gives the people the opportunity to get the license in order to have reciprocity with other states, without it people in Louisiana carrying in other states would become felons without it. Texas is now going through this as well, the license must still be available for reciprocity. The only true constitutional carry would be the entire country through our failing US Congress pass it to adhere to the 2A.
