How about swearing in times? Harris was sworn in first at 11:45 and Biden sworn in at 11:49. Who is typically sworn in first? Or does it matter? The Constitution, actually the 20th amendment, says the previous president and his term ends at noon, not "around" noon. Is the timing not a big deal?
