Yes that is the impression that is given out but that is not exactly the truth. While some may be "destroyed" in part they are not completely taken out. They are "taken out" only if the cost of life would be greater than those saved but even then they are not fully collapsed. A lot of these tunnels are extremely deep so there is no real way to actually collapse them, just close them off. I think many people would be in complete shock if they were to actually see how big some of these places are, they are not all just tunnels. When all this mess we are dealing with now is taken care of you will understand why. These people are evil.
