Can anyone identify the badge, Marshals, FBI ?

If you search for US Marshall badges, you will come across years and years of their badges; most of which were star-shaped. However, you will also see the modern badge which looks extremely like the badges in this picture. You can make out the shape as well as the blue ribbon upon which US Marshall is engraved. So, these very well could be US Marshalls and if that's the case, why would she be escorted by Marshalls?

Agreed. That is most likely the case. However, I am not certain where this pic was taken. Looks like the Capital. Would she not be escorted/protected by Capital Police? I am not certain, but does the FBI provide protection?
