DC NG COC goes through Christopher Miller + POTUS. NG belongs to the Republic, so their orders do not come from the Corporation.
DC is the one place that NG do not report to the Governor.
NG deployed from other states to DC (should) have the same COC. As such, all NG in DC report to either Christopher Miller or DJT(?) as their highest ranking officer.
