This is a video from 4 years ago of Hillary Clinton being "captured" as Jake Tapper described it in the video.
You can see that she is standing fine until the bald headed agent reaches for her arm. As soon as he grabs her arm, she begins to resist. You can even see her hands behind her back handcuffed.

her right arm does appear to be behind her back but then pulled in front so I don't know about handcuffs
