It is tradition that the President board AF1 for one final trip before leaving office. Obama did it, Bush did it, etc.
Note: What was said between Trump and DNI Ratcliffe just before departure?
If you watched live, after Trump and Melania began walking to AF1, Trump turned around and walked back to the crowd to speak to the DNI.
POTUS is insulated aboard AF1 protected by the USMC leaving DC behind with 65,000 troops in his place.
