The goal is to disrupt the function of western governments to the point that they can't function to protect their citizens. Cabal sets up the honeypot to control pols, they get compromised persons into nearly every critical functioning node, then crash it all at once by revealing the honeypot. Citizens unite and oust the most obviously corrupt; to the point of non-functioning of protective services. Cabal then uses the created vulnerability to slam the multiple gates of surveillance, CBDC, and martial law. Additional levers will come from controlling water, electricity, and food (at the same time as a banking crisis and probably a war).
