When you dump tons of particulate matter in the sky, droplets form on the nucleus untill it becomes a higher density than its surroundings and falls to the ground as rain or icy precipitation. Each tiny particle accumulates quite a bit of moisture before falling, significantly higher than the tonnage sprayed into the high altitudes resulting in catastrophic precipitation.
