The Appeals court declined to order the lower court to issue a warrant. However, it is widely accepted that an arrest can be made without a warrant, especially in public places, if there is probable cause to believe a felony has been committed. Now let's see if Donny boy stays in seclusion like the scared rat he is, to avoid arrest.
Hey Pam! Place a car outside his house so you can arrest him when he runs out of supplies. Stop any deliveries as they would be aiding a possible felon.
