I believe the reason Obama wrote EO 13692 was to prevent the United States from accessing any of the resources Venezuela has to offer, essentially maintaining elevated energy prices in the U.S. Now, President/CIC Trump has full control of all Venezuelan resources.
I, also believe, the same EO will hold the senators accountable that Hugo Carvajal exposed.
