The new year recognized by Yehovah is the month of Aviv (Nissan), either in March or April, depending on the ripeness of the barley crop. Each month is 29.53+ days (the Moon phases) long. If there is cloud cover on what would be the 29th day, such that the renewed Moon (lower crescent) cannot be seen, a 30th day is observed by default.
