It has been said that one objective of socialism and communism is to eliminate private charities and one way of doing so by way of regulations so excessive and burdensome, that private charities would be unable to operate.

Among the states to be the most hostile in their policies to private charities were, shockingly and disappointingly, Mississippi and Florida. Among the most friendly to charities was surprisingly Delaware.
