You can't take after the 4th of July where life is miserable and then throw off the shackles and say : everybody celebrate now ! Doesn't work that way.
PAIN has to happen then RETRIBUTION and RELIEF. Plenty of arrests then you need to give people plenty of time to relax and start to celebrate the gifts that are coming :
