This is simple. Most people want to get told how to live and what is right, because they don't want to make decisions let alone take responsibility for their decisions. So if life is comfortable for them, they are open to give up their freedom for what they think is security, and they can blame the government or someone else if something happens in their life they don't like.

and who is going to arrest them? Federal authority takes precedence in specific situations, such as when a federal law conflicts with a state law (due to the Supremacy Clause), or in enforcing federal crimes that cross state lines.
