Finland doesn't allow the use of black tar heroin in the streets either. There is a difference between being homeless due to circumstance and homeless due to drug use. A city near me built small shelters for their homeless and within a year the homeless people burned them to the ground. Treat the person first, if they have responded to the treatment then reintroduce them to society.
