Thank you for contacting me to express your support for the Clear Skies Act. I appreciate your input on this issue and welcome the opportunity to respond to you directly.
As you know, Representative Marjorie Taylor Greene introduced H.R. 4403, the Clear Skies Act, which claims to ban “weather modification” in the United States. This legislation would criminalize a range of alleged atmospheric and climate-intervention technologies, such as cloud seeding and geoengineering, and repeal all existing statutes and executive orders related to weather modification.
The Clear Skies Act was introduced in the aftermath of the horrific floods that struck Texas in July 2025, killing over 100 people. In the wake of that tragedy, baseless conspiracy theories circulated online suggesting that weather modification triggered the disaster. Continued in Comments:

Cloud seeding, which has been used for decades, is the only common weather modification currently practiced in the United States, and it is typically conducted by private companies in order to help generate snow in specific locations or to replenish water reservoirs in summer. Solar geoengineering is a theoretical practice which would modify the atmosphere to shade Earth’s surface by reflecting sunlight back into space. It is not taking place at scale anywhere in the world and there is no evidence that it affects extreme weather events.
