Yes. Without a practical cash option, currency is a control mechanism.
I get it that there must be a replacement for the existing system and that it must be fast and secure. Blockchain offers this. But with shackles attached. The way forward must retain useful cash, must work without power and internet, and must be backed by holdable assets.
