Here is the press release and anyone who has any understanding at all about the purpose of flood gates would have known this was the obvious answer.

Keystone Dam in Oklahoma is currently releasing water due to recent heavy rainfall and high lake levels. The dam is releasing more than 200 million gallons of water per minute, which is equivalent to filling 300 Olympic-sized swimming pools every minute. This high release rate is necessary because the lake is significantly above normal levels, and the Army Corps of Engineers is actively managing releases to prevent downstream flooding.
