Would 'service to others' include signing a Citation against a neighbor who allows his dog to bark needlessly - knowing it disturbs my peace? He's been told, warned and 2 citations ($200 fine) but he continues.

Issuing citation can only reduce frequency. nobody has a right to control anyone else. That is exactly how this whole mess started. People need to be much stronger than being annoyed for a dog barking. That is not even mastery 101. People need to be tolerant of everything that does not cause actual physical harm or theft from person, family or friends.
