I am not sure about that. Once created, we have found government agencies cling and don't go away. There are no guarantees that the agency would remain incorruptible either. I would rather see an audit every 4 years or so similar to what Trump has done with Elon.

I think that all needs to public and transparent just like a companies stock holdings & tradings.
Then like any company, get Audited Financials Yearly by a Independent Firm with Oversight and findings made Public.
