When you have a network conspiring together to go after certain children to turn them into bagmen and prostitutes than you need to end the network. There are books out there about survivors of these networks and what you are suggesting is not the wishes of many victims. This is a system that has been exposed and documented more and more and many victims understand that system and how they got trapped in it and what they want is the people behind the system to be held accountable, the trafficking networks dismantled, and healing and reconciliation.
