They are brainwashed by the pretty propaganda- the happy, singing, dancing former patients, who definitely look cured, who are in beautiful surroundings which sick patients do not enjoy, and scenes where family and friends re celebrating joyously.
That's all shown first - a heartwarming movie- and by the time the warnings are told, already desperate for relief, these poor people are sold and will even ask their doctors for the drug.
