WOW - "In CBO’s estimation, 49 percent of authorizations identified for this report expired at least a decade ago; the oldest expired in 1980. More than 70 percent of such authorizations were for specified amounts of annual funding that, when combined, totaled $101 billion for the year when they were last in effect. The remainder authorized appropriations of indefinite amounts."
