Congress waited till the last minute to push a CR through both Houses of Congress, knowing that the pressure of time, could be used to force many members to go along with boondoggle spending in order to avoid blame for a government shutdown.

It has always worked in the past.
Without fail.

So how do you stop this in the future?
How do you prevent Congress from hiding in a back room and negotiating in secret, then forcing all members to vote on massive WASTEFUL spending at the last minute? Without reading the bill or knowing what’s in it?
