Maybe look into MAHA RFK Jr's website: there are going to Humanitarian Projects being funded in the (hopefully near) future. Writing up a proposal with the idea of running it like a business (nonprofit) is the general format. I have zero knowledge or experience with doing that, but maybe you do or know someone who can help you. 🤔
