I don't remember much anymore, but you are right that in the 1990s something like this happened in connection with the adoption of children abroad. It was also dealt with here in the Czech Republic - I remember that it went through and I was terribly angry. It was on TV and my mother was crying in front of the TV, she told me that they were going to sell our Czech children out.
