*Buy up and own the insurance companies
*Charge ridiculous rates on said insurance
*Don't cover the main threat to people's property (flooding)
*Invest in technology that manipulates the weather
*Turn weather weapons on and flood the people out their homes that have been attacked by inflationary practices
*Make it impossible for people to stay due to denial of benefits
