Read somewhere about how unrecognized the power of the union docks are. In WWII apparently they had to go around and make sure they had all of them in the war effort too for America or they could shut down the country by bailing. It was considered an extreme risk to the national economy so they wanted to not worry about them swapping sides midstream during the war.
