An unmarked burial plot at Royton Cemetery in Oldham contained 145 stillborn children, 128 babies and toddlers and 29 adults, local councilors said.
The discovery was made by a Royton woman while at the grave of her twin brothers who died in 1962.
Over the past 20 years, mass graves containing the remains of stillborn babies have been discovered in Lancashire, Devon, Middlesbrough and Huddersfield.
