Someone claiming to be the LE tripod sniper who killed the shooter has supposedly come out self identified and is claiming to have had the shooter *in his sights prior to him shooting* but *was not given PERMISSION* to shoot even though he could see he had a rifle and was preparing to shoot. After the shooter began to shoot the LE sniper says he then killed him in spite of no orders to do so and supposedly arrested afterward for disobeying orders.

Questions:

- if the above is true and the LE sniper had him in his sights already why did he suddenly pull his head up off his sights, seemingly 'surprised' by what he saw, and then quickly back down having to reposition his weapon AND tripod to take his shots?

- don't snipers usually work w/ spotters w/ binoculars? No spotter apparent for either of the LE snipers in position on that roof I could see
