Maybe all the hotels are filled with illegal immigrants. Could be a lot of reasons; holding UN or Chinese troops out of site, prisons that can be moved up rivers for the unsealed indictments, prisons for anons, quarantine facilities. There could be a shiny new guillotine in each one. At the SM/anon level; its all speculation.
