They used to do cloud seeding for areas that had drought.
That was before HAARP was purchased by a corporation!
Then it changed to where their agenda seemed to be to use HAARP to make storms much worse, which contributed greatly to people believing in the Climate Change Propaganda and Fear Mongering.
Cloud seeding for drought would go against the narrative, which is:
"Drought is due to Climate Change!"
